The Polytechnic University of the Philippines (PUP) released a new advisory for the upcoming second semester stating that the university will still undergo limited face-to-face setup, in contrast to the statement made by University President Manuel Muhi on December 5, 2022, that the university is establishing full face-to-face classes for the second semester.
The announcement last December 5 was made after the Commission on Higher Education (CHEd) issued guidelines on Memorandum Order No. 16. According to the order, higher education institutions (HEIs) will no longer be permitted to use full distance learning starting with the second semester of the academic year 2022-2023.
Additionally, internship programs and laboratory courses must also be conducted predominantly through on-site learning experiences.
On the other hand, HEIs planning to provide graduate and undergraduate programs via distance learning must first obtain CHEd clearance in accordance with the Open Distance Learning Act.
โUnless there is an approval from the Commission on Higher Education, an HEIs cannot offer its recognized degree programs in full distance learning delivery, including fully online modality,โ the commission said.
Following the above-mentioned memorandum order by CHEd, PUP President Manuel Muhi declared full face-to-face classes for the second semester during the flag-raising ceremony last December 2022.
In this declaration, Muhi emphasized how crucial it is for the educational system to be ready for COVID-19's problems.
"Bagama't excited po ang lahat, laging paramount concern po ay ang safety ng lahat, lalong lalo na po ang ating mga estudyante, lalo pa ngayon ay mayroon na naman pong lumabas na highly transmissible na sub-variant ng Omicron, kaya mag-ingat po lagi," he asserted.
Following this, Muhi requests assistance from all faculty members in order to submit their teaching materials to the Center for Teaching and Learning for quality assurance in preparation for the forthcoming semester.
Meanwhile, the recently disseminated guidelines for the second semester gainsay the assertion of the PUP president in December 2022.
With the COVID-19 outbreak, higher education stopped holding in-person classes and shifted to online learning instead. In this way, the students were compelled to adapt to new learning styles because of the sudden changes brought by health problems, which can possibly affect their academic performances. Consequently, new guidelines are released and implemented every new semester to ensure learning continuity, depending on the current status quo of the country.
