On September 28, 2022, Polytechnic University of the Philippines (PUP) declared that they would be proposing Hybrid Teaching for the first semester of A.Y. 2022-2023, wherein there will be limited face-to-face classes, online learning, and correspondence mode, but it was not followed.

All of this learning and teaching modality was based on the released guidelines from the Joint Memorandum Circulars (JMC) of the Department of Health (DOH) and CHEd's Memorandum Orders that follow the protocols set by the Inter-Agency Task Force (IATF).

Based on the guidelines, in-campus classes need to secure parental consent from the students from board and non-board programs that have laboratory courses. However, students from non-board programs that do not offer laboratory courses will still stay in either purely online or correspondence mode.

Some of the guidelines were contradicted when the first-semester class started last October 10, 2022, since PUP did not fulfill some of those guidelines.

The freshmen and sophomore students in the College of Communication (COC) were all in an online learning setup where synchronous and asynchronous alternates every week, but not all professors obey this. For 3rd year COC students who are having the internship, it was held virtually for the first semester which becomes harder on their part. While the 4th year students' lectures were all online classes.

Meanwhile, as of February 9, according to the recently released set of guidelines for the second semester of A.Y. 2022-2023, PUP Sta. Mesa Campus will be implementing in-person and online classes, both synchronous and asynchronous as modes of learning and teaching.

Following the new guidelines for the second semester, the whole semester will hold at least six (6) meetings for the core, major, board, and laboratory courses such as Physical Education (PE) and National Training Service Program (NSTP), while the rest of the meetings will still be done virtually.

To maintain the crowd at the university, only three (3) hours are allowed for each in-person class, with a maximum of three (3) physical meetings for the semester. The schedule will be disseminated to all students two (2) weeks before the semester starts or earlier.

For on-the-job training (OJT) and practicum, lecture sessions may proceed online, work from home, or face-to-face. Thesis defense can take place virtually or in person, and General Education (GEED) courses may be held online both synchronously and asynchronously.

Many students began to prepare early; some are looking for a place to live, particularly those coming from provinces.
